Introduction
Public Housing Savings (“Tapera”) is a periodic deposit within a certain period of time, which is used for housing financing or returned after participation ends. The Tapera initiative has replaced the civil servant housing savings program, which was previously only addressed to civil servants. It has now been expanded to cover the entire community.
The implementation of Tapera is regulated under these following regulations:
- Law No. 4 of 2016 on Public Housing Savings;
- Government Regulation No. 25 of 2020 on the Administration of Housing Savings as amended under Government Regulation No. 21 of 2024 on Amendments to Government Regulation No. 25 of 2020 on the Administration of Public Housing Savings.
Tapera Participation
The Tapera fund is collected from Tapera participants, both worker participants and independent worker participants.
Workers’ participants include, among others, candidates for civil servants, civil servants, Indonesian National Army Soldiers, state officials, employee of state/regional owned company, and workers who obtain wages. Meanwhile, independent worker participants include every Indonesian citizen who works not depending on the employer who earns the least amount of the minimum wage.
Evidence of participation will be given an identity number of membership and individual accounts. Tapera’s participation will be inactive if the participant does not pay deposit fees, and can be reactivated after continuing the payment. Tapera’s participation ends if a retirement worker, independent worker reaches the age of 58 years, participants died, or participants did not meet the criteria as workers for 5 consecutive years.
Contribution Rate of Tapera
In essence, participant contribution rate is set at 3% of wages for worker participants or 3% of income for independent worker participants. For workers, this deposit is borne by the employer of 0.5% and the worker is 2.5%. Meanwhile, the amount of independent participant contributions of 3% is the responsibility of itself.
